Union Army and Union Navy records, as well as Confederate Army and Confederate Navy records, confirm the slave population in Texas knew of the Emancipation Proclamation in January 1863.

On January 21, 1863, there was a fight between Union and Confederate vessels off Sabine Pass, Texas. Confederate forces captured the schooner Velocity and the ship Morning Light. The U.S.S. Morning Light had twenty-nine individuals on board who had escaped from slave owners in Texas under the Emancipation Proclamation. Ten of the runaway slaves had enlisted in the United States Navy and were crew members. Union Navy and Confederate Navy reports were in harmony regarding the fight, vessels seized, and persons captured.

Ten runaway slaves from Galveston accessed the U.S.S. Katahdin between August 17-19, 1863. The ship was part of the Union Navy fleet in Galveston Bay. Upwards of thirty runaway slaves had enlisted in the Twenty-sixth Regiment, Corps d’Afrique, as of December 2, 1863, according to a United States Army communication from Brownsville, Texas, to Headquarters Department of the Gulf, New Orleans, Louisiana.
